On Halloween, the Tennessee Department of Correction will launch Operation Blackout. The initiative involves probation and parole officers visiting homes of sex offenders whose convictions involved children in order to ensure compliance with holiday restrictions. Offenders are prohibited from answering the door to trick-or-treaters, distributing treats, or attending any events where children are present.
